The strap and button on each cuff means you can tighten them against the wind or let them out over a jumper. It sounds like a small thing until you have spent a winter with cold air running up your sleeves eiher way.
Second winter running

Bought it last autumn and it has just come back out of the wardrobe looking exactly as it did going in. No pilling where the bag strap sits, no fading at the shoulders, and the buttons are all still tight. I brushed it down, hung it up and it was ready to go straight back into use. Lovely coat and I would buy it again. A bright shade does show water marks while it is drying, so after a heavy shower it looks patchy for an hour or two. It dries out evenly and there is nothing left behind, but I did panic slightly the first time.
Back vent helps
